The article,starting from general theories of social development and deeply analyzing Mao Zedong's and Deng Xiaoping's outlooks on social development,demonstrates that Jiang Zemin's idea of 'Development is the first important task to proper the country' can be traced to the same origin to Mao's and Deng's outlooks,and it is a generalization and summery of the Party's third leader group about the thoughts of 'social economy overall develops'.His idea reflects the demands of development and embodies the wishes of the whole nation of various nationalities.
