试论“十三五”期间高校继续教育的转型发展——以阜阳师范学院为例

On the Transformation Development of the Continuing Higher Education during the 13th Five-Year Plan——Taking Fuyang Normal University as an Example

"十三五"时期是我国全面建成小康社会的决胜阶段,《中华人民共和国国民经济和社会发展第十三个五年规划纲要》提出要"大力发展继续教育,构建惠及全民的终身教育培训体系"。高校继续教育面临难得的发展良机,但也存在诸多制约因素。高校继续教育要抓住机遇,实现转型发展,必须以《中华人民共和国国民经济和社会发展第十三个五年规划纲要》精神为指导思想,科学谋划发展思路,认真制定发展目标,准确细化发展任务,精准实施发展措施。要进一步优化管理体制,大力发展"互联网+"模式,使管理模式上水平、管理制度更完善、质量监控更科学、后勤保障更有力,全面推进继续教育创新发展、协调发展、开放发展、共享发展。

The Chinese 13 th Five-Year Plan period is a decisive stage which our country will build comparatively well-off society. The continuing higher education was confronted with many new opportunities and challenges which the 13 th Five-Year Plan puts forward that we should strive to develop the continuing education and construct the lifelong education system. The colleges and universities should seize the opportunity to realize the transformation development of the Continuing Higher Education during the 13 th Five-Year Plan. The Five Development Concepts are the latest ideas guiding for the transformation development of the continuing higher education in the new era.
