构建以区级开放大学为主平台的区域老年教育新体系

Constructing a New Regional Education System for Senior Citizens based on District Open Universities

区域老年教育面临着迅猛发展和提档升级的双重压力,给正在转型发展的区级开放大学带来了机遇。区级开放大学未来发展的重要路径,正好契合老年教育的发展。为此,本文从分析区域老年教育存在的主要问题,即缺乏正确的认识、管理体制不顺、教育场地严重不足、办学经费来源缺乏、专职老师短缺、老学员不毕业等六个方面入手,从发展老年教育事业是国家的战略选择、区域社会发展需要发展老年教育、区级开放大学的发展需要走发展老年教育之路等三个方面阐述了区域老年教育发展的现实意义,在此基础上从总体构想、主要任务及保障措施等三个维度勾划出区域老年教育新体系,旨在探索区域老年教育发展新路径。

Regional elderly education is facing the dual pressure of rapid development and upgrading. It brings opportunities for the development of district open universities. The important path for the future development of district open university is just in line with the development of education for the aged. Therefore,the author analyzes the main problems of regional education for the aged from six aspects: lack of correct understanding,poor management system,serious shortage of educational field,lack of funding for school running,shortage of full-time teachers,and no graduation of old students. This paper expounds the practical significance of the development of elderly education in three aspects,such as the strategic choice of the country,development of the regional social,development of the Open University. And then a new system of regional education for the elderly is outlined from the three dimensions of overall conception,main tasks and safeguard measures.
