推动社会力量参与终身教育的政策保障研究 被引量:3

On the Policy Guarantee of Social Forces Participation in Life-long Education

摘要 近些年来,在建设服务型政府的背景下,国家鼓励社会力量参与社会公共事业。终身教育作为一项社会公共事业,亟需吸纳各种社会力量广泛参与,以不断提高公共产品供给的质量和效率,从而满足人们的多元化的、更高层次的学习需求。从目前情况来看,社会力量参与的积极性不高,亟需政策上的支持、机制上的突破以及制度上的进一步明确。通过对目前国家及上海的终身教育相关政策进行分析,发现对有关社会力量参与方面只是原则性的规定,不具有激励性和约束性,同时还存在社会力量类别比较有限、社会力量参与的范围与途径比较模糊、社会力量参与机制不健全等问题,需要出台专项政策法规及一系列配套政策和文件,明确参与途径和范围,明确社会力量的种类,明确社会力量的责权,建立不同的激励和优惠政策,并明确具体的操作细则,进一步建立和完善社会力量参与机制,在保障社会力量的合法权益,激发社会力量活力和积极性的同时防范各种风险。 Under the background of building a service-oriented government,social forces have been encouraged to participate in social public utilities in recent years. lifelong education needs the participation of social forces,continuously improving the quality and efficiency of public goods supply and meeting the diverse needs of people or a higher level of learning. Judging from the present situation,there are many problems such as imbalance in the participation of social forces and Low enthusiasm which need policy support and breakthrough in mechanism and institutional clarity.Through the analysis of the current national and Shanghai lifelong education policy,we found that the relevant aspects of the participation of social forces is only the principle of the stipulate,without any incentive or control. At the same time,there is a narrow range of social forces. he scope and the way of social forces participation is fuzzy. Social forces participation mechanism is not perfect. and need to introduce special policies and regulations and a series of supporting policies and documents,to clear way and scope of participation,define the types of social forces,and to clear the responsibility of social forces to establish different incentives and preferential policies,to clear the specific rules of operation. Further establish and improve the mechanism of social participation. While protecting the legitimate rights and interests of social forces. In the protection of legitimate rights and interests of social forces to stimulate the vitality and enthusiasm of social forces,in case of social risk and market failureat the same time.
