摘要
粉煤灰的综合利用随着建筑行业的发展具有较大的收益性,这使得粉煤灰不再是生产废弃物,而应作为火力发电的副产品,属于国有资产,粉煤灰的销售和处置也必须遵守国有资产的处理过程。为实现对粉煤灰的有效管理,一些发电公司成立专门的子公司负责粉煤灰的处置和管理,但是在实际运营过程中仍存在国有资产流失、利润过高、主体关系不合规等问题。为解决现存管理问题,以大唐同舟公司为例,对粉煤灰综合利用过程中的管理问题进行分析,提出粉煤特许经营方案,并对特许经营的可行性和效益进行分析。
With the development of construction industry,the comprehensive utilization of coal fly ash has gained great profitability. As a result,the coal fly ash has been by-product and a part of stated owned assets rather than production waste. The sale and disposal of fly ash should abide by the process of other state-owned assets. To realize the efficient management of coal fly ash,in some power generating companies,subsidiary companies have been establish specially to be responsible for the coal fly ash disposal and management. However,in the actual operation,there still exist such problems as national assets loss,high profit,illegal ownership and so on. Therefore,this paper takes Datang Tongzhou Company as example,analyzes the problems in the fly ash utilization,and proposes a franchise plan for fly ash management,and analyzes its feasibility and benefit.
