中国是世界工程大国,除了传统工程活动以外,还大量地存在并运行着一种经济发展进程中具有巨大作用的特殊工程——技术经济创新工程。它不仅能通过大技术系统的创新来提升经济活动的理性水平,还能够促进技术—经济范式的变革并重整社会关系,从而构建起新的价值创造平台并推动经济发展方式持续转变。加强技术经济创新工程的管理,提高科学管理水平,已经成为决定中国转变经济发展方式实践成败的重要因素。

This paper presents a new mechanism that effect the transformation of economic development mode. The author thinks that the techno- economic engineering is a special kind of engineering,It can promote the rationality of modern society,innovate the techno economic paradigm and restructure the social relations by innovation of big technology system,so it can construct a new value creation platform and promote the fundamental transformation of economic development mode. Because in the process of the transformation of economic development mode there are many complex engineering activities,improving the scientific management level of the techno- economic engineering has become an important key factor.
