制度创新视角下京津冀生态环境协同治理

System Innovation and Beijing- tianjin- hebei Region Ecological Environment Collaborative Governance

在京津冀协同治理体系中,生态环境协同治理至关重要。面对日益严峻的生态环境危机,京津冀各方一直难以实现有效的生态共治,诸多制度性因素的制约和影响是其深层次的原因。本文提出,应打破京津冀各方"一亩三分地"的思维定势和原有的制度安排,以制度创新推动路径创新,实现困境突围,构建起行之有效的生态环境协同治理体系,助推京津冀经济社会协同发展。

The ecological environment of collaborative governance is crucial in beijing- tianjin- hebei collaborative management system facing the increasingly serious ecological crisis. Beijing- tianjin- hebei parties is difficult to realize effective ecological rule. Some institutional factors restrict and affect the ecological environment of collaborative governance. We Should break the beijing- tianjin- hebei parties inherent mind- set through system innovation to promote innovation path and break through the dilemma.Constructing effective ecological environment of collaborative management system to boost the coordinated development of beijing- tianjin- hebei economic society.
