Based on the regional economy, facing the equipment manufacturing industry and modern service industry in Heilongjiang province and Harbin city, we should make the top design with global vision to steadily promote higher vocational education into a leaping development by means of reforming with keen determination, innovating boldly and overcoming diffi culties.
