哈市共享型实训基地以优化资源配置、避免重复建设,促进整个经济的建设和发展为最终目的。建设特色鲜明、强化学生就业能力、专业覆盖面广、管理完善、科学的共享型实训基地是实现教育资源共享、促进学生就业、加速哈尔滨市职业教育发展、为哈尔滨地区培养职业型、技术性人才的有效途径。只有通过政府相关主管部门的统筹规划合理布局,才能使资源共享机制真正形成并发挥其作用。因此,哈尔滨市政府应建立统一的管理机构,负责统筹规划哈尔滨地区实训基地建设问题。

The ultimate goals of shared practice training base in Harbin are to optimize the allocation of resources,avoid to repeated construction,promote the construction and development of the economy. To build a shared practice training base with distinctive characteristics,better employability,wide professional coverage,perfect and scientific management is an efficient path to realize educational resources sharing,promotion of student employment,accelerated development of vocational education,training of vocational and technical personnel for Harbin area. Only through the overall planning and rational distribution by the government's relevant competent department can the resource sharing mechanism be really founded and play its role,therefore the Harbin municipal government should establish a unified management agency in charge of the overall planning of Harbin area training base construction.
