“一带一路”战略下海员核心素质重构的思考

Reflections on the Reconstruction of Seafarers' Core Quality under the “Belt and Road” Strategy

"一带一路"战略的提出,促进海运业的发展,提升对高端应用型、学习创新型和技能复合型海员的需求。通过对文献的分析和从业人员的访谈,从基本能力素质、知识技能素质和拓展能力素质三个方面确定海员14项核心素质,并提出解决海员教育办学定位、培养目标和经费保障等方面问题的举措。

The 'Belt and Road'strategy promotes the development of maritime industry and increases the demands of seafarers' core qualities on the orientation of high-level application,innovative learning,and versatile ability. By analyzing the literature and interviews from the related personnel,this paper summarizes 14 core qualities from the following aspects: the basic ability,the intellectual skills as well as the expanding capacity and proposes the countermeasures to solve the issues of seafarers' education-running orientation,training objectives,and funds security.
