论TIR证国际运输对区域经济一体化的助推作用

The Promoting Role of the TIR Transportation to Regional Economic Integration

TIR证国际运输作为一种由各国海关合作支持的跨国运输模式,能够为企业提供灵活、高效的运输服务,加强经济一体化区域内成员国家之间的联系。自这种运输模式出现以来,已经获得了巨大的发展。我国虽然没有加入《TIR证国际货物运输海关公约》,但是在类似的实践中已经积累了丰富的经验。如果我国加入该公约,现有国内海关立法完全能够为TIR国际运输制度提供法律规范的支持,但是,还需要检验检疫等其他部门立法进一步与之衔接。

TIR operation,which is adopted and supported by customs administrations,provides flexible and effective transport service,and enhances relations between and among countries which are in their process of regional economic integration.The mode of TTR transport has been developed greatly since its introduction into transportation industry.Although China has not been a member of the Customs Convention on International Transport of Goods under Cover of TIR Camets(TIR Convention),China Customs has acquired similar experience from its own practice.If China accedes to the TIR Convention in future,customs legislations now in effect are sufficient to support TIR operation.However,it calls for further harmonization with the legislations of other agencies governing other aspects of TTR operation.
