韩国示范科技园区模式特点及其政策启示——以区域发展作用分析为视角

Characteristics of and Enlightenments of Policy from Model Parks of Science and Technology in South Korea:From the Perspective of Analysis on Role of Regional Development

韩国在促进区域发展实践中不断探索如何利用科技园区,并在总结国内外有关经验与理论的基础上,于20世纪90年代后期开始举办第三代科技园区,即示范科技园区。示范科技园区在开发模式上把传统科技园区开发模式和区域产业集群发展模式结合起来,并创新运行模式,实施支援产业与企业模式和区域技术创新环境体制建设模式,在利用科技园区促进区域发展方面进行了有益的尝试。韩国示范科技园区的举办经验丰富了科技园区作为推进区域发展政策手段之内涵。

Since late 1990s,the third generation of parks of science and technology,also called model parks of science and technology,began to be constructed in South Korea,on the basis of continuous probing over operation of parks of science and technology in the practice of promoting regional development,and on the basis of the summarization over related domestic and foreign theories and experiences.As for the model of development,.a mixed framework is made in these model parks of science and technology,integrating traditional model of development in previous parks with regional industrial group-integration model,innovative operation model, supporting enterprises and supporting industries model,and the model of construction on regional environment and institution for technological innovation.Some helpful trials have also been made on the aspect of promoting regional development by means of parks of science and technology.The experience of establishing and operating these model parks of science and technology enriches implication of parks of science and technology as a means of policy for promoting regional development.
