New Security Concept and North East Asia Security Mechanism

新安全观是中国政府根据国际形势的发展变化提出的新形势下的安全观念和政策主张。与传统的国际关系理论和安全理论不同,新安全观强调以对话促互信,以合作求安全,主张国与国之间无论发展模式和观点是否一致,都可以在共同利益基础上,建立起某种内向型的安全合作机制,通过对话与合作,促进政治互信和经济融合,实现共同安全。本文试图以这一新的国际安全理论为出发点,从现实基础和实践探索两方面对东北亚和平安全机制做一初步探讨。

The New Security Concept is an essential part of Chinese Foreign Policy.In contrast with the traditional theories of international relations and security,the New Security Concept takes'mutual trust,mutual benefit,equality and collaboration'as its core value.It emphases that all countries are closely related in security and could build up a security cooperative mechanism oriented to the security issues in the region on the basis of common interest so as to realize a common security through dialogue and cooperation.This concept could serve as a guideline of the North East Asian Security and Cooperative Mechanism which aims at maintaining long term peace and security in the region.
