Non-Economic Factors in the U.S.-ROK FTA

在国家间经济合作日益扩展和深化的过程中,除了经济因素之外,非经济因素也成为人们考虑的对象。这些非经济因素是指一国与其他国家之间的相互理解和信赖关系、政治价值观、安全保障等。在此背景下,人们对韩国与美国签订自由贸易协定(以下简称"韩美FTA")的批准进程给予极大的关注。尽管韩国与美国各自国内的大部分障碍已被清除,但由于朝韩之间紧张局势的加剧在某种程度上导致两国尚未批准自由贸易协定。朝韩间紧张局势的加剧在某种程度上也导致韩美之间走得更近,韩美联盟成为东亚地区安全的负面因素。在对这一框架的张力进行持续性观察时,有必要将韩朝之间以及韩国同其他东北亚国家之间的贸易往来和互动因素考虑进来。

Non-economic factors have attracted more and more attention in process of expansion and deepening of international economic cooperation.These non-economic factors refer to the political value,security guarantee,and mutual understanding & trust between various states.Now enormous attention has been paid to the process of approval on Free Trade Agreement between U.S.and ROK.Now most domestic trade barriers inside U.S.and ROK have been cleared off, but the escalated tension between North Korea and ROK obstructs the approval of this free trade agreement.To some extent,the escalated north-south tension on Korea Peninsula has led to the even closer and more intimate contact between ROK and U.S.,and the consolidation of ROK-U.S.alliance,which has become a negative factor in Northeast Asia security.A necessary consideration must be made on the mutual trade and interaction between ROK and other Northeast Asian countries if a continuous observation is to be taken on stretching force of such structure of alliance.
