Textual Research on Tang Shaoyi's Activities during His 16 Years' Stay in Korea

从1882年12月到1898年10月,唐绍仪先后两次被派驻朝鲜计十六年,是晚清派驻朝鲜时间最长的清政府官员。唐绍仪派驻朝鲜生涯,大体可以分为朝鲜海关时期、协助袁世凯时期和第二次派驻时期。初则作为德籍朝鲜政府顾问穆麟德的助手,历任釜山海关帮办、朝鲜"同文学"英语教师等。后作为袁世凯的重要助手,担任汉城公署西文翻译、随办洋务委员及龙山分署商务委员,曾两次代理袁世凯在朝鲜的职务。甲午战争之后,唐绍仪成为派驻朝鲜的第一个清政府官员,努力维护在韩中国商民利益,积极建议并最终促成中韩两国建立公使级外交关系,对中韩关系最终完成近代转型起到了重要的推动作用。

From December 1882 to October 1898,Tang Shaoyi was twice sent to Korea as an official of Qing Dynasty of China,and spent longest time in Korea among all the officials of Qing Dynasty.His career in Korea could be divided into 3 periods;the period of working in Customs of Korea;the period of working as aide to Yuan Shikai,and the period of second-time mission to Korea.Originally,he worked as an aide to P.G.von Mollendorff,the German advisor serving Korean government,taking such posts as assistant inspector of Customs of Pusan,and English teachers in the Foreign Languages Training Center of Korea.Later he became an important aide to Yuan Shikai,the plenipotentiary of Qing Dynasty in Korea,and took such jobs as translator of City Government of Seoul, member of foreign affairs committee of Korea,and commerce commissioner of Yongsan branch of City Government of Seoul.During this period,he twice acted on behalf of Yuan Shikai on affairs in Korea.After the First Chinese-Japanese War,Tang Shaoyi became the first formal diplomatic envoy of Qing Dynasty in Korea.Making an endeavor to protect the interests of Chinese citizens and merchants in Korea,he facilitated and finally realized the establishment of minister-level diplomatic relation between Chinese Qing Dynasty and Korean Empire,contributing greatly to the modernization of China-Korea relation.
