非首都核心功能疏解的韩国经验与启示

South Korea’s Experiences of Transferring Non-Capital Core Functions and Their Implications for China

2017年4月'雄安新区'设立,以承接非首都核心功能的外迁。在这方面,韩国世宗市的建设及中央行政机关的搬迁对我国疏解北京的非首都核心功能具有一定的借鉴意义。北京的非首都核心功能疏解需要首先建立其政治合法性;在全社会形成广泛共识;在行政外迁地的建设上要长远规划,并确立法律上的依据和设立专门组织进行运作;此外也要面对可能出现的因机关分居不同城市而产生的运行效率弱化问题和公职人员生活上的问题。

On April 1,2017,the Central Committee of the Communist Party of China( CPC) announced its plan to establish a"Xiong’an New District"in the heartland of Hebei Province,to receive the transfer of certain core functions to a non-capital city. In this aspect,the establishment of the City of Sejong in South Korea,and the moving of administrative agencies of the central government there,can be regarded as a reference case for China. First of all,when Beijing transfers its non-capital core functions,this needs to be politically legitimated,so as to build a wide consensus in the society at large. In the building of an administrative destination for the transfer,it needs to carry out long-term planning,as well as with legal groundings and the establishing of specific agencies for operation. Furthermore, attention should be paid to the issue of weakened administrative efficiency and the impact on the private life of civil servants due to the transferring of administrative agencies to elsewhere.
