关于发挥回族文化纽带作用推动中原地区与 “一带一路”沿线地区民心相通的战略 思考及决策建议

On Strategic-thinking and Policy-making of the Role-playing of the Hui Culture to Promote the Connection of the People in Central Plains and Regions along One Belt And One Road

回族文化是'一带一路'倡议不容忽视和不可替代的宝贵资源,是我国与'一带一路'沿线国家和地区民心相通、经贸往来和人文交流的重要纽带。河南是回族人口大省,是我国与'一带一路'沿线国家和地区经济文化交流、文明交融互鉴的重要节点和关键枢纽。河南应充分发挥中原回族文化的独特优势及纽带作用,推动中原地区与'一带一路'沿线国家和地区民心相通、经贸往来及人文交流。本文提出六条决策建议:重新认识郑州、洛阳、开封等节点城市在'一带一路'沿线的国际地位,建设'一带一路'沿线重要的回族文化展示基地,以'文化先行'推动'民心相通';创建'中原回族文化生态保护实验区';建设'一带一路'沿线清真食品产业集聚基地与清真食品及穆斯林用品出口高地;打造'具有国际影响的中原回族文化中心'和'具有中原风格的穆斯林国际商贸城';借力'中阿博览会'等国际平台打造'河南内陆开放新门户';建设'回族文化与‘一带一路’'高端专业智库,战略谋划面向省内少数民族和国际伊斯兰文化的'人才培育工程',建设国家回族人才集聚高地。

The Hui culture is a valuable resource which can not be ignored and irreplaceable in One Belt And One Road Policy.It is the important link between the people of China and the people along One Belt And One Road to communicate in economics,trade and the humanities exchanges.Henan is a large province of Hui nationality.It is the important node and key hub of the economic and cultural exchanges between China and the countries along One Belt And One Road.Henan should give full play to the unique advantages and ties of the Hui culture of the central plains,and promote the communications of the people in the central plains and regions along One Belt And One Road in trade and cultural exchanges.This paper puts forward six decision-making proposals:Re-know the international status of thecities of Zhengzhou,Luoyang,Kaifeng and other nodes along One Belt And One Road,build an important Hui cultural display base along One Belt And One Road with the promotion of the culture and the connection of the people concerned;establish the central plains Hui cultural ecological protection experimental area;construct Muslim food industry base along the Road with Muslim products export base;create the Hui culture center in central plainswith international influence,and the central plains-style Muslim international trade city;build the opening of a new gateway to Henan on the international platform such as China-Arab fair;construct the high-end professional think tank of the Hui culture and the One Belt And One Road,strategically plan for the talent cultivation projects to the ethnic minorities and the international Islamic culture to build the talent assembling high ground for national Hui people.
