是"社会保障",还是"社会保险"——"劳动与社会保障"专业课程设置中的社会保险偏向

Social Security" or "Social Insurance"? The Social Insurance Tendency in the Textbooks for Labor And Social Security Majors

目前高校"劳动与社会保障"专业课程设置偏重于社会保险,几乎把社会保险等同于社会保障。但世界绝大多数国家的社会保障体系都包括了社会保险、社会救助和社会福利。我国社会保障体制也是由这三部分构成,并分别由不同的部门进行管理,劳动与社会保障部负责社会保险工作,民政部负责社会救助和部分社会福利工作。将社会救助和社会福利排除在"劳动与社会保障"专业主干课程之外是对社会保障的片面理解。为了使学生更全面地掌握社会保障知识,避免对社会保障的误解,同时也拓宽学生的就业渠道,建议将"劳动与社会保障"改称为"社会保障",并增加社会救助和社会福利教学的内容。

At present, the courses of labor and social major in colleges and universities in China lay particular stress on social insurance and take it as equivalent to social security. However, social security systems in most countries are made up of social insurance, social relief and social welfare, and so is our country's social security system with the Ministry of Labor and Social Security in charge of social insurance and the Ministry of Civil Affairs in charge of social relief and some social welfare. It is a onesided understanding of social security to exclude social relief and social welfare from the major textbooks for labor and social security Majors. In order for students to acquire a better understanding of social security, avoid its misunderstanding, and open up employment channels for students, it is suggested to change the name of 'labor and social security' into 'social security', and add social relief and social welfare courses in the major textbooks.
