摘要
山西省排污权交易体系采用总量控制模式,利用总量核算法,核定分配排污单位污染物排放量,为企业发放排污许可证并对其排放量进行动态管理。基于总量控制和全周期管理原则,开发了排污许可证总量核定管理系统和排污权交易在线管理系统,实现了初始指标分配、排污许可证管理、总量动态管理、在线交易、交易监管等一系列连续而又互相支持的功能,为排污权交易提供了支持平台和交易保障。
The'cap and trade'emissions trading system has been practiced in Shanxi Province. The pollutant cap control method was used in the system to check and allocate emissions for polluting enterprises with emission permits and achieve a goal of real-time mornitoring. Based on the total pollutant control and the whole cycle management principles,a real-time check and management system of emission permits and an online emission trading management system were generated,which achieve initial index distribution,pollutant emission permit management,pollutant cap dynamic control,online trading and transaction regulation. These functions which performed in a row and support each other provide support platform and transaction security for emission trading projects.
