摘要
目前中国污染源排放清单一般未考虑在线监测数据,也未考虑环评、验收等数据。以全国重点行业在线监测点源数据为基础,根据环评、验收等环境保护部审批数据对CEMS数据进行补充、优化,建立基于CEMS全国污染源清单数据库系统。该系统包含采集优化系统和统计分析系统两大部分,采集优化系统模块主要包括交换平台、采集、优化数据、导出清单、导出到统计分析系统等模块,统计分析系统主要包括展示功能、统计分析等模块。以火电行业为例,生成了2011年火电CEMS污染源清单。结果显示:我国火电企业排口、大气污染物排放量在地区分布上极不平衡,大部分均集中在华东、中南、华北,西北地区分布较少。
Chinese pollution emission inventory generally takes no consideration of the online monitoring data,EIA data.The national pollutant emission inventory database system with CEMS had been developed based on the point source online monitoring data of the national key industries,which was optimized according to the EIA and approval and acceptance report from the Ministry of Environmental Protection.The database system was composed of the data collection and optimization system and the statistical analysis system.The data collection and optimization system mainly contained five modules,such as information exchange platform,collection,optimization,export into inventory and export into the statistical analysis system.The statistical analysis system was developed for data processing and report presentation.With the help of the database system,the pollution emission inventory of the thermal power industries in 2011 was generated.It seemed that the geographic distribution of the thermal power industries and air pollutant emissions in China was extremely uneven,almost concentrated in the district of East,South and North China but rarely in northwest district.
