摘要
停靠在港口的船舶和油轮以及码头原油储运地一旦发生溢油事故,往往会对港口内及外海海域造成严重污染。对于港口内溢油要做到"及早围控,安全第一,清除彻底",这就需要一个适宜且清晰的处置预案。通过分析港口溢油的特点,并结合实际提出港口溢油的具体处置措施。
If the ship docked in the port and dock crude oil tankers occured oil spill accident,the harbor and offshore waters would be seriously polluted. For Port spill to be'early control,safety first,remove completely',a proper and clear disposal plan was required. By analyzing the characteristics of the oil spill in port,and the concrete measures to deal with oil spills was proposed with the actual situation.
