摘要
排污权交易有利于环境保护和总量减排,初始排污权分配及其价格是排污权交易体系的核心问题,也是实现资源优化配置的重要因素。以计算江西省火电行业SO2初始排污权分配及其价格为例,为开展此项工作提供参考。
Emissions trading is conducive to environmental protection and total emission control. The initial allocation of emission rights and the initial price is the core of emission trading,it is also an important factor for realizing the optimum allocation of resource. This study takes calculating the initial allocation of emission rights and the initial price of sulfur dioxide in the thermal power plants in Jiangxi Province for example,providing reference of how to carry out this work.
