党的十八届三中全会提出要把建立国家公园体制作为生态文明制度建设的重要举措,为我国国家公园建设指明了方向。我国的国家公园试点建设取得了不错的成绩,但也暴露出一些问题,如管理体制不顺畅、建设目标偏移、国家公园的公益性被弱化等,利益冲突是导致这些问题出现的深层原因。国家公园建设中的利益冲突是相关利益主体在国家公园建设中利益失衡的反映,必须予以理顺和化解,才能保障国家公园的有效推进。

In the third Plenary Session of the 18 th CPC Central Committee, the party proposed to establish the national park system as an important measure for the construction of ecological civilization system, which indicated the direction for the construction of national parks in China.The National Park pilot construction in China has made good achievements, but also had some problems, such as public welfare management system was not smooth and the goal of the construction of the park was offset, the weakening of the conflict of interest was the root cause of these problems. The conflict of interest in the construction of national parks was a reflection of the interest imbalance in the construction of the National Park. It must be straightened out and resolved to ensure the effective promotion of national parks.
