我国危险废物经营许可证适用范围的不足及其完善

我国现有危险废物经营许可证遗漏了利用危险废物的活动,应当将危险废物利用纳入许可证管理;危险废物收集经营许可证适用范围过于狭窄,应当拓展其适用范围;危险废物产生单位自行处置没有纳入许可证管理,应对自行处置行为设定许可。

There is a lack of corresponding permit for the management of hazardous waste utilization operations.Hazardous waste utilization should be included in the hazardous waste operating permit system.The application scope of the hazardous waste collection permit should be expanded.The permit system missed the hazardous waste generation entities’self-disposal activities,the regulations on self-disposal activities should be set up.
