我国工业领域错峰生产政策现状分析及差别化管理探讨

Study on the state quo of staggering peak production and differentiated management policy in the industrial sectors

在大气污染防治工作中,为防范'一刀切'风险,2018年多地实行了错峰生产'差别化'管理,但是制定和落实错峰生产方案的科学性、精准性和有效性还有待进一步提升。本文在梳理错峰生产政策发展现状的基础上,对其执行过程中存在的问题进行了剖析与总结,并针对如何强化错峰生产'差别化'管理提出如下建议:(1)实施精准溯源,做到有的放矢;(2)加强政策评估,突出多目标导向;(3)理顺管理体制,创新监管手段;(4)健全协调机制,强调协同共进。

In the process of air pollution prevention,many local governments implemented differentiated management of staggering peak production in the industrial sectors to curb the risk of'one size fits all'in 2018.However,the scientificity,accuracy and effectiveness of the strategic plans needs to be further deepened and enhanced.On the basis of sorting out the current situation of peak staggering production policy development,this paper summarizes and analyzes the existing problems in its implementation process,and puts forward suggestions for policy makers to enhance differentiated management of staggering peak production.The suggestions are as follows:(1)Perform root-cause analyses and act accordingly;(2)Strengthen policy assessment and highlight multi-objective orientation;(3)Rationalize the regulatory system and innovate the means of supervision;(4)Improve coordination mechanism and promote harmonization of the implementation towards this policy.
