浅析土壤污染防治的难点与对策

Analysis on difficulties and countermeasures of soil pollution prevention and control

伴随着改革开放以来我国工业现代化的发展和城市化进程的推进,大量污染物排放造成土壤污染问题日益严重。目前,土壤污染问题受到政府和社会各界的高度关注。土壤污染防治的理念从'先污染后治理'向'谁污染谁治理'的观念转变,土壤污染防治取得了一定的成效。但是土壤污染防治实际工作中还存在一些难点,本文对目前我国土壤污染防治中存在的难点进行剖析,并提出应对策略,旨在为我国土壤污染防治工作提供一定的参考。研究指出,我国土壤污染防治实际工作中存在着土壤监测水平落后、土壤污染防治法律法规不健全、土壤污染防治技术薄弱、土壤污染防治资金短缺等难点问题,为此我国土壤污染防治过程中应采取以下应对策略:一是开发新型土壤监测技术;二是健全我国土壤污染防治法律体系;三是加快土壤污染防治技术开发;四是拓展土壤污染防治资金来源。

With the development of industrial modernization and urbanization in China since the reform and opening up,the problem of soil pollution caused by a large number of pollutant emissions has become increasingly serious.At present,the problem of soil pollution has attracted great attention from the government and all sectors of society.The concept of prevention and control of soil pollution has changed from'first pollution then treatment'to'who pollutes,who controls'.The prevention and control of soil pollution has achieved certain results,but there are still some difficulties in the actual work of prevention and control of soil pollution.This paper analyses the difficulties existing in the prevention and control of soil pollution in China at present,and puts forward some countermeasures,aiming at providing some reference for the prevention and control of soil pollution in China.The study pointed out that in the actual work of soil pollution prevention and control in China,there are some difficult problems,such as backward soil monitoring level,incomplete laws and regulations on soil pollution prevention and control,weak soil pollution prevention and control technology,and shortage of funds for soil pollution prevention and control.Therefore,the following countermeasures should be adopted in the process of soil pollution control in China:First,the development of new soil monitoring technology;Secondly,the legal system of soil pollution prevention and control should be improved;Third,we should accelerate the development of soil pollution control technology;Fourth,the sources of funds for soil pollution prevention and control should be expand.
