Embodying the State's Willpower Is the Attribute of Examination

体现国家意志是考试的属性。考试的权威性根植于其科学,公开,公平,公正诸特点之中,也来源于国家的组织实施;国家权力的介入对考试具有规范导向和保障作用。因此,割裂国家意志与用户意志的关系,理论上不能成立,实践上也很难行通。

The attribute of examination is to embody the state's will-power. The authority of exam roots in its features, such as scientism, publicity, fairness and justice; and also roots in effective organization by the state; the interposition of state's power can direct and ensure the examination guidance. Therefore, cutting the relationship between state's willpower and user's willpower is untenable in theory and doesn't work in practice. Meanwhile, we should also distinguish the differences between examination and test, examination and competition, objectively evaluating the active functions of examination.
