Examination is the only stage which involves direct interaction between the examiners and examinees in the whole testing flow. It reflects the testing style of a country or a nation. At this stage, examination-supervising is an important function of the examiners, and examiners are the implementation agents of the examinations. In order to ensure the humanitarianism and education functions of examination supervising, Highly-qualified examination-supervisors should be chosen. On the other hand, the teaching functions of examination- supervising should be strengthened; the ideal, behavior and environment of testing should be humanitarian, keeping 'humanitarianism' as the ultimate value so that testing can become a process of nurturing students' overall qualifications, this should be the basic guideline and ultimate value of examination-supervising.
