After analyzing and researching the concept, main elements and existing problems of the operating mechanism of the self-taught higher education testing, the paper also suggests the main content, basic measures and important pathways to improve the self-taught higher education testing policy in China so as to facilitate the continuous development of self-taught higher education testing in the new historic era.
