缩小高考计分单位,是将以省为单位计分改变为以地市州为单位计分。此举有助于缓解地市州政府推行素质教育的后顾之忧,抑制县市学校之间的恶性竞争,弱化现行高考制度对素质教育的负面影响,为全面实施素质教育,推行基础教育新课改创造更大的发展空间。

Downaizing the scoring units of National College Entrance Examination means changing the province-based scoring into prefecture-based or city-based scoring. This measure can relieve the worries of the prefecture and city governments to implement quality-oriented education, prevent vicious competitions among prefectures, cities or even schools, and finally lessen the negative influences of National College Entrance Examination on quality-oriented education. In this sense, there will be greater space for us to implement quality-oriented education in an all-round way and also conduct the new curriculum reform in basic education.
