党的十七大提出的实现全面建设小康社会奋斗目标的新要求,为深化教育和招生考试制度的改革和创新指明了方向。改革与创新考试制度是时代的要求;促进社会公平、公正是进行考试改革的核心理念;推进制度创新是深化考试改革的关键。

The general goal of comprehensively building a well-off society, which was proposed at the current 17th NPC, pointed out the direction for the reform and innovation of advancement of the education and entrance examination system. When it is the requirement of the times to reform and innovate the examination system, the core concept of examination reform is to promote social equity and justice, and the key to it is to deepen the innovation of the examination system.
