高考命题者把自己“考倒”给我们的启示——取消部分省份独立命题的必要性

On Necessity of Abolishing Policy of Provincial Preparation of Exam Papers for Gaokao in China

高考实行分省命题曾经是教育部积极倡导的一项高考改革措施,这一举措的初衷是基于我国幅员辽阔,各省情况千差万别,统一命题的高考很难体现地方特色,而高考分省命题有利于体现地方特色,便于高校有针对性地选拔人才。但是,在分省命题中也暴露出一些问题,这些问题的存在,应该可以成为2016年高考收回部分省市高考命题权的理由之一。

To prepare exam papers by the local education bureaus was once a policy employedin China to encourage gaokao reform and to help local governments to select talents according tothe local conditions and the real situations there. However, the problems occur when even the mak-er of the exam papers failed to gain correct answers to the questions they set in the exam paperthemselves. That is to say, the exam paper set by local educational bureaus has problems with its re-liability and validity. In this case, it is reasonable for the Ministry of Education in China to abolishthe policy of the provincial preparation of the exam papers for gaokao in the year of 2016.
