Non-diploma examination,as an important project initiated by the local governments or examination agencies,plays an essential function in ’prospering education and selecting talents for the country.Thus,it has also functioned as a means of human resources construction and development for the state.Such being the case,this article intends to make a brief analysis of the features and the roles of this exam in the construction of human resources in China.When rationally evaluated and closely watched and concerned by the state and the society,the non-diploma examination will make progress and exert innovation in a healthy way.
