摘要
选才问题是高考的核心问题,多元选才是高考政策回应人民群众多元价值诉求的必然选择。多元选才的前提是人才评价标准的理性转变,可以通过智力标准向智能标准、共性标准向共性个性融合标准、刚性标准向刚柔相济标准的转变,夯实改革的社会心理基础。多元选才的实质是公平选才与科学选才的有机契合,公平公开公正是高考政策变革在价值层面的理想追求,是公平选才的精神实质,科学可行可信是高考政策变革在技术层面的现实选择,是科学选才的基本内涵。多元选才的实现途径是完善高考多元治理机制,凸显多元主体地位,理顺不同主体的权责关系;完善多元评价机制,实现对考生的全面考查;优化多元录取机制,提高考生与高校、专业的匹配度。
When the pluralistic ways of selecting talents for the society and the country have become a positive response to meet the diverse demand of the public and then an inevitable choice for Chinese people, the core proposition of gaokao reform is how to choose the talents, i.e., the ways or the means to select talents. This article holds that this pluralism needs to start with a premise that the assessment standards change from a IQ-oriented one to a competence-oriented one concerning about individuality. Moreover, the essence of pluralism is to choose talents based on fair and scientific ground, which is both a spiritual pursuit by the people and a practical application for the public. Last but not the least, this diversified selection mechanism is supposed to improve the multiple governance mechanism of gaokao, so as to optimize the multiple admission mechanism and to select the candidates from a more objective and comprehensive way.
