用'顶层设计'的理念分析材料作文,以便科学定位新材料作文命题以及深入研究。'顶层设计'(top-down)原是工程学术语,本义是针对某一具体的设计对象,运用系统论方法,从顶端开始总体构想和战略设计,并统筹考虑对象的各个层次和要素,统揽全局,在最高层面上寻求问题解决的理念或方式。

This article intends to use the concept of "top-down" to make an analysis of information-given composition, so as to systematically study this new type of writing item in gaokao."Top-down" as an original engineering terminology, is normally used to oversee the whole picture and seek for solutions for the problems from the highest level, by means of taking into account all factors that affect specific sujects.
