高考分闱初论(上)——基于公平而有质量

A Preliminary Discussion on Quota Policy for Different Regions in Gaokao to Ensure Fairness and Quality(Part One)

摘要 社会过度追求升学率以及优质教育的机会,让学生强求分数等,造成学生负担过重、畸形发展,致使教育质量严重受损。究其原因,高考为保障公平,难以充分兼顾教育质量。笔者主张以天资潜能比例平等为理论依据,借鉴科举分闱的办法以保障公平,试图设计更为科学的考试方案,助学生成功减负、合理发展。公平的归公平,质量的归质量,难题二分,各个击破,确保学科能力、综合素质、核心素养趁新高考改革之机,得以成行;确保学生选择权得以落实,即学生的自主选择发展方向的权利不再被以各种理由剥夺,使教育以学生的健康成长为终极追求。最终,通过分闱定额的办法,使教育机会的区域公平维持在合理区间;构想使用'3+3+1+1'的考试方案,使基于选择性的教育质量得到充分保障。 Due to the excessive pursuit of admission rate, better education background and higher scores in examinations, current education in China has resulted in heavy burden and imbalancedgrowth of the students and poor quality of education outcome. The roots of the problems is sure tobe the excessive pursuit of fairness and equity in gaokao, thus failed to give full consideration toquality education. To fight against the problems, the author here advocates following the example ofthe quota policy for imperial examination halls in feudal China to design a more scientific examina-tion scheme to help students develop more healthily. The new scheme, by means of distributing andassigning quota to different examination regions, will be a '3 + 3 + 1 + 1' form. Theoretically, the '3 + 3 + 1 + 1' scheme, if conducted based on a comparatively free choice of education quality,will ensure students’ freedom of selfgrowth, education’s ultimate goal of healthy development, andregional equity in gaokao as well.
