论“全员自主报考”推免政策的成效、问题及对策

摘要 '全员自主报考'是2014年教育部对推免政策进行的重大改革。这一改革在促进推免生校际流动,激励有志读研的学生发奋学习,引导高等院校侧重内涵式发展,提升推免工作信息公开水平等方面有显著成效。当然,在具体操作中也存在评价指标过于客观量化、推荐工作时间窗口狭窄、过渡期间疏于引导学生、'推免服务系统'有疏漏等问题。以后可以从探索科学合理的选拔标准、适当前移遴选的准备工作、加强校际合作强化引导、重视报录系统的细节优化等方面进一步完善推免政策。 As a major reform by the Ministry of Education in 2014, a'total independent enroll-ment'policy brings great benefits to the candidates since they don’t need to attend the national en-trance examination for postgraduate/NEEP. To be specific, this reform has achieved remarkable results in promoting inter-school mobility, motivating students to have stronger interest in postgraduatestudies, guiding colleges and universities to focus on their intensive development, and improving theinformation disclosure of the whole process, etc. However, in the process, problems occur, such as inflexible assessment index, short work hours for recommendation, poor work in guiding and helpingthe candidates, oversight of 'recommendation-and-exemption service system', etc.. The countermea-sures against the above-mentioned problems may include more scientific criteria of selection, betterpreparation, strengthened inter-school cooperation, optimized reporting system, etc..
