考试招生制度改革思想分析——困惑、价值追求与路径

Ideological Analysis of Reform of Examination and Admission System——Perplexity, Value Pursuit and Path

摘要 考试招生制度不改革没有出路,改革没有先例。浙江、上海两地的试点结果已经初步验证了考试招生制度的改革设计是成功的。纵观国家和地方层面的历次高考制度改革和调整,效率、公平、有序、人本构成了考试招生制度改革价值追求的四大核心要素,但随着教育均衡不断发展,公平、人本将会上升到优先位次。教育发展均衡程度是考试招生制度改革政策制定的基础,教育均衡的不断发展和价值追求的不断调整要求考试招生制度与之相适应,我国考试招生制度将进一步向全国统一命题和考试、高校依据章程自主招生、教育行政部门主司监管的方向过渡。 Though there is no example to follow in their reform in current China, the examina-tion and admission policies have been improved to be successful in the pilot studies in Zhejiangand Shanghai. A panoramic review of the system reform and adjustment of gaokao in local govern-ment agencies and around the country finds that the four factors of efficiency, fairness, harmony andhumaneness constitute the four core elements of the value pursuit of the reform of the examinationadmission system. However, with the balanced development of education, fairness and humanenesswill gain more priority. The balanced development of education, as a foundation of policy-makingfor the reform of examination admission system, requires an adopted examination admission system tomatch with it. In this context, the examination admission system in China will be further developedinto a system of a uniform national examination, the policy-guided independent enrollment policiesin colleges, and a supervision scheme by educational administrative offices.
