Incentive Mechanism Reconstruction for Express Packaging Waste Reduction

介绍了当前快递包装废弃物减量化实践,发现当前已有电商、快递公司回收再利用实践受阻,政府两网融合末端回收资源化利用治理也不具有可持续性,究其根源在于缺乏正确的激励;提出了渐进式应对策略:近期末端回收再利用激励前端化,政府与具有领导地位的快递公司和电商合作;中长期构建全产业链各环节的减量化激励机制,实施EPR制度。

The current practice of express packaging waste reduction was introduced.And it was found that the current e-commerce and courier company recycling practice blocked,and terminal recycling resources utilization governance of government two networks fusion was also unsustainability because of the lack of right incentives.Therefore,the gradual coping strategy was put forward.At present,the incentive of terminal recycling and reuse will transfer to front-end,and the government will cooperate with the leading express delivery companies and e-commerce companies.While in medium and long term,the reduction incentive mechanism of all links of the whole industrial chain should be constructed and the EPR system should be implemented.
