摘要
随着我国海洋调查工作进入新的阶段,将以健康、安全与环境管理一体化,强调工作前预防和不断改进为核心的HSE(Health,Safety,Environment)管理体系应用于海洋调查领域,更好地建立健全海洋调查标准计量与质量控制体系。文章阐述在海洋调查中建立HSE管理体系的几个要点(包括海洋调查中的风险评价、风险控制和绩效评估),并讨论其在具体实施中的注意事项。
With the rapid development of oceanographic survey,an HSE management system inte-grated healthy,safety and environmental management,which emphasized prevention before hand and continuous improvement has been applied in this area,to better establish and improve the oce-anographic survey standard measurement and quality control system.In this paper,several key points had been studied,included risk assessment,risk control,and performance appreciation in o-ceanographic survey.The points required to be paid attention to in practice were also discussed.
