美国海岸警卫队职能演变及工作量占比研究——基于2008-2015年美国海警官方数据

Function Evolvement and Workload Proportion of the U.S.Coast Guard:Based on the Official Data of the U.S.Coast Guard during 2008—2015

文章基于对美国海岸警卫队基本情况的回顾,梳理了美国海岸警卫队职能的历史演变;运用"全工时评量法"和"折合全时工作量"指标,对2008—2015年间美国海岸警卫队的数据资料加以分析,结合向海警、港口公安等专业人士的咨询结果,定量分析了美国海岸警卫队工作量的占比情况,并对分析结果进行了解读;基于以上研究,从中国的海上执法力量建设和实际工作角度,提出了相关建议。

Based on the review of the basic background of the U.S.Coast Guard,the paper studies the historical evolvement of the functions of the U.S.Coast Guard.Using the‘Full-time Measurement Method'and‘Full-time Equivalent Workload'index,the paper analyzes the data of the U.S.Coast Guard during 2008—2015.Combined with the consultation from the coast guard,port public security and other professionals,the paper quantitatively analyzes the workload proportion of the U.S.Coast Guard and discusses the analysis results.Based on the above,the paper puts forward some suggestions from the perspective of constructing China's maritime law enforcement force and their actual work.
