陆源入海污染物总量控制绩效评估指标体系的建立——以天津海域为例

The Establishment of Performance Evaluation Index System of Total Amount Control of Land-Based Pollutants Discharged into Sea:Take Tianjin Area as an Example

文章以天津海域为例,对陆源入海污染物总量控制绩效评估体系的构建及评估方法进行研究,从海水环境状况、污染控制成效及公众参与3个层面选取具有代表性的14项指标,并结合德尔菲法和层次分析法确定各项指标权重,最终对陆源入海污染物总量控制绩效进行综合评估;所建立的绩效评估指标体系可为寻找总量控制过程中的薄弱环节、有针对性地继续开展污染物总量控制工作、确保陆源入海污染物总量持续减排提供一定的参考依据。

Taking Tianjin sea area as an example,the performance evaluation system and method of total amount control of land-based pollutants were studied.14 representative indexes were selected from three levels of environmental status of the sea water,management measures and public participation.The index weights were determined combined with Delphi method and analytic hierarchy process.Comprehensive evaluation of total amount control performance of land-based pollutants discharged into Tianjin area was conducted.In order to find the weak links of total amount control process,and ensure that continuous emission reduction of total amount of landbased pollutants discharged into sea,the performance evaluation index system established in this paper could provide some references.
