基于序关系分析法的管制员培训评价模型

Evaluation Model of Controller Training Based on Sequential Relationship Analysis

空中交通管制员的培训效果对空中交通管制的安全运行起着重要的作用,模拟机操作在管制员管制培训中占很大比重。为提高空中交通管制员每次培训的有效性和侧重点,针对管制员培训质量进行评估。给出了查阅文献、专家座谈方法,确定了培训考核的每一项指标,应用序关系分析法,确定管制员培训考核成绩权重参数,建立了管制员培训考核评价模型,最后通过管制员实际训练成绩进行了验证分析。结果表明:所建评价模型能够对管制员培训效果进行有效评价。确定对管制员考核指标因素有:基本技能考核、特殊情况考核、职业素养考核、总体效果考核。

The training effect of ATC plays an important role in the safe operation of air traffic control.In order to improve the effectiveness and emphasis of each training of air traffic controllers,the training quality of controllers is evaluated.This paper presents the methods of literature review and expert discussion,determines each index of training assessment,applies the sequential relationship analysis method to determine the weight parameters of training assessment results of controllers,establishes the evaluation model of training assessment of controllers,and finally verifies and analyzes the actual training results of controllers.The results show that the evaluation model can evaluate the training effect of controller effectively.Determine the assessment indicators for controllers:basic skills assessment,special circumstances assessment,professional quality assessment,overall effect assessment.
