Historical Review, Evolution Logic and Future suggestion of the Financial Aid Policy for Poor Students in Colleges

中华人民共和国成立后,我国高校学生资助政策在探索中逐步建立健全。根据资助政策的差异性,将资助政策演进过程分为普惠型资助政策阶段、人民助学金与人民奖学金共存阶段、奖学金与贷学金共存阶段、多元混合资助政策体系阶段和发展型资助政策阶段。通过对资助政策演进过程中的动力机制、价值取向、制度规范和话语规则进行分析,了解资助政策的演进逻辑,分析资助政策的价值导向和价值意蕴,为资助政策的发展完善提供相关建议。

After the establishment of the People’s Republic of China,the financial aid policy for college students is gradually established and improved.According to the differences of the policy,the evolution of the financial aid policy can be divided into inclusive funding policy stage,coexistence period of the allowance and scholarship of people,coexistence stage of scholarships and student loan,multiple mixed funding policy system phase and developmental aid policy period.Through systematic analysis of the dynamic mechanism,value meaning,system criterion and discourse rules in the financial aid policy evolution,this paper try to understand the evolutionary logic of the policy,analyze the value orientation and value meaning of the policy for providing certain suggestion on the future development and improvement of the financial aid policy.
