老工业区是我国重要的工业基础。经济集聚效益与污染物集中排放,这两种"集聚效应"始终是区域工业发展中突出的环境问题。在新型工业化建设中,发挥老工业区的布局优势,深化河流污染防治是全面协调发展的重要途径。嫩江污染防治在东北老工业基地具有一定的代表性。本文集中探讨了齐齐哈尔江段在新时期,需重点抓住控源减排、保证投入、科学管理等措施,以便进一步提高嫩江水质质量。

The old industrial districts are important industrial bases in china. The two 'cluster effect' of Economic agglomeration benefit and pollutant emission concentrated are always the prominent environmental problems in the development of regional industry. In the construction of new model industrialization, exerting superior layout structure of the old industrial zone and strengthening river pollution control is an important way of coordinated development. Nen Jiang river pollution control has certain representativeness in the northeast old industrial base. This paper focuses on Qigihar section of the Nen Jiang river in the new period to realize emission source reduction, ensure the investment and scientific management to improve the water quality of Nen Jiang river.
