Heilongjiang Province facing agricultural resources continuous supply capacity decreased and the agriculture ecological environment worsen,must enhance the development concept,rational use of resources,improve the ecological environment,to promote scientific and technological innovation,adhere to the pilot demonstration,strengthen policy support,institutional innovation and promote agricultural resources and environment sustainable development.
