摘要
我国水污染防治在点源治理上取得了明显成效,需要向河段治理、流域综合治理提升转变。根据北方寒地河流,丰、平、枯水期流量变化明显的特点,提出采用水陆结合,深入治理与强化管理一体化的模式。用系统科学的方法,建立多部门统一、协调的管理机制;应用信息化手段建设水环境智能管理平台,有效提高江河系统污染防治水平。
Water pollution control in China has achieved remarkable results in the point source control. It needs to improve the river section management and river basin comprehensive treatment. Especially in the cold area rivers,water flow changes significantly in abundant water period,normal water period and dry period. We should adopt systematic and scientific method to establish the management mechanism of multi-section coordination and construct intelligent management platform with information means to improve the level of pollution prevention and control system of rivers.
