深化供给侧结构性改革推进产业扶贫机制创新——以中央企业贫困地区产业投资基金为例

Supply-side Structural Reform and Industrial Poverty Alleviation Mechanism Innovation:An Industrial Investment Fund of Central Enterprises in Poverty-stricken Areas Perspective

央企扶贫基金作为中央企业产业扶贫的创新举措,自成立以来在精准扶贫工作中发挥了重要作用,但同时也需要通过供给侧结构性改革,实现体制机制创新。未来,央企扶贫基金需要进一步从全局性系统性整体性上谋划和布局,协调推进脱贫攻坚与乡村振兴战略,加强与当地政府之间的统筹协作,注重与央企业务有机结合,优化扶贫基金投资管理模式,探索组建央企扶贫基金联盟,提升各部门监管的协同性,从而在推进精准扶贫、精准脱贫中更好地发挥作用。

As an innovative measure of industrial poverty alleviation of central enterprises,the industrial investment fund of central enterprises in poverty-stricken areas has played an important role in precise poverty alleviation since its establishment.Meanwhile,it also needs to innovate the system and mechanism through supply-side structural reform.In the future,the industrial investment fund of central enterprises in poverty-stricken areas needs systematic reform as follows:firstly,promote the strategy of poverty alleviation and rural revitalization coordinatedly;secondly strengthen the cooperation with local governments;thirdly,combining industrial poverty alleviation with enterprise business;fourthly,optimize the investment management mode;fifthly,explore the establishment of the Central Enterprise Poverty Alleviation Fund Alliance;sixthly,enhance the coordination of supervision departments.
