我国农业保险的政府作用长效机制建设探讨

Discussion on the construction of long-term mechanism of government role of agricultural insurance in China

依据政府保费补贴政策结合农业保险市场失灵的普遍原因,探讨农业保险的政府作用长效机制建设对提升农民参保意愿与政府保费补贴的效率、健全政策性农业保险的经营体系十分必要。笔者首先结合农业保险市场失灵的普遍原因,讨论政府介入农业保险发展的必要性;然后通过分析影响农户参保决策的因素和农业保险市场的交易成本,探讨保费补贴的运作效率,以此阐明我国农业保险政府作用应该进行长效机制建设;最后依据《农业保险条例》,从农业保险组织管理与基层服务体系、保费补贴政策、大灾风险分散机制、市场监管内容等层面探讨政府作用长效机制建设。

According to the general cause of the failure of agricultural insurance market and the government premium subsidy policy,the author discusses the long-term mechanism construction of the government’s role in agricultural insurance,which is necessary to improve the efficiency of farmers’willingness to participate in insurance and the government premium subsidy,and to improve the management system of policy-based agricultural insurance.Firstly,the author discusses the necessity of government intervention in the development of agricultural insurance based on the common causes of the failure of agricultural insurance market.Then,through analyzing the factors that influence the decision of rural households to participate in insurance and the transaction cost of agricultural insurance market,the operating efficiency of premium subsidy is discussed,to clarify the necessity of the long-term mechanism construction of the government’s role in agricultural insurance.Finally,according to the'agricultural insurance regulations',the long-term mechanism construction of the government’s role is discussed from the aspects of agricultural insurance organization management and basic service system,premium subsidy policy,disaster risk dispersion mechanism,and market supervision content.
