摘要
论述2013年8月黑龙江干流暴雨洪水的雨情、水情和灾情,指出大气环流异常是出现连续暴雨的直接原因,支流洪水汇合叠加形成黑河以下黑龙江干流中游江段20年一遇至100年一遇洪水。中俄合作是成功抗御此次暴雨洪水的亮点。文后对此次暴雨洪水提出几点认识和建议。
Rain condition water regimen and flood disater of Heilongjiang river flood in 2013 August are discussed.Atmospheric circulation anomaly is the direct cause of continuous heavy rain.Tributary water confluence superimposed in the middle reaches of Heilongjiang river section of Heihe following 20 to 100years flood.The cooperation between China and Russia is successful to resist this rainstorm flood.Some opinions and suggestions on this rainstorm flood were put forward.
